Lawyer by training, Mariusz W. WICHTOWSKI was elected as President of CoB in May, 2010, thus becoming the first Central & Eastern European to be elected to this key responsibility. Since 2000, he is also Chairman at Polish Motor Insurers Bureau. Prior to his election, he was already a member of various committees of the Council of Bureaux and the chairman of its Monitoring Committee.
WICHTOWSKI started his professional career in September 1979 at the Poznan Branch Office of WARTA Insurance and Reinsurance Company, where he acted as Head of Department for assessing claims in the Blue and Green Card Systems. From 1996 to September 2000, he was the Chairman of the Supervisory Board of the Polish Motor Insurers’ Company and from 1996 to 2005 he was simultaneously Member and subsequently Chairman of the Supervisory Board of the Insurance Guarantee Fund. Mariusz W. WICHTOWSKI published many articles about civil liability in respect of the use of motor vehicles and insurance law in Poland. For many years, he also took an active role in the legislation process serving as a Member of the Council on Financial Market Development under the Minister of Finance of the Republic of Poland.

MATJAŽ RAKOVEC, a graduate of the University of Ljubljana with a BSc in Economics has been the President of the Management Board of Zavarovalnica TRIGLAV since October 2009. He joined the TRIGLAV team in 1994, starting as an Assistant Director and Head of the Corporate Insurance Sales Department, IT Division. Prior to that, he developed a successful career in sales. In his current position, besides managing and directing the Management Board and the work of Headquarters’ Departments, Matjaž RAKOVEC is Chairman of the Supervisory Board for Lovćen Osiguranje a.d, Triglav BH Osiguranje d.d., Jedrski Pool GIZ, Deputy Chairman of the Supervisory Board of Krka and President of the Supervisory Board of Triglav INT.
Mr Rakovec is also a member of the Council of the Faculty of Economics, University of Ljubljana and a member of the Management Board of the Chamber of Commerce and Industry of Slovenia. In addition to his professional activity, he is a Member of the Executive Board of the Olympic Committee of Slovenia and the President of the Hockey Association of Slovenia. Moreover, he is also the President of the Management Board of Škrabčeva ustanova and a Member of the Board of Governors of AmCham Slovenia
Vice-President, AVUS International
Ionel DIMA was appointed Vice-President with AVUS International Group, following his outstanding accomplishments achieved during his long career within the Group (since 1990). Prior to his current position, he was Director of AVUS Romania and the Group’s representative for Republic of Moldova. Since 2007 he also held the position of Deputy General Manager with AVUS International Group.
Ionel DIMA is a graduate of the Economic Studies University in Bucharest – Faculty of International Relations and one of the most respected professionals in the Romanian insurance market.
Managing Director at Audatex & Country Manager at AUTOonline
Çağrı Akın graduated from the Yıldız Technical University in Turkey with a BSc. degree in Mechanical Engineering. He started his professional career dealing with Foreign trade where he built up skills for communication and managing small sized buyer networks.
His career within the automotive industry began with Suzuki, in 2000, where he built up the after sales network for Suzuki Motorcycles. As an entrepreneur, in 2002 he pursued his favorite hobby to start up his own distribution company where he imported and distributed outdoor sports clothing and equipment.
Four years later he became business partner in AUTOonline Turkey, launching and growing the business for 5 years until 2011. During this time Çağrı enhanced his knowledge towards the insurance industry and the body shop’s regarding damaged cars. In 2011 Çağrı also joined Audatex Turkey and was appointed as the exclusive Managing Director for both companies.
He initiated and is still a thriving member of the ELV (End of Live Vehicle) Recycler Association, under the Minister of Forestry and Water Affairs in Turkey, since 2011.
Azerbaijan Insurers Association
Azer ALIYEV graduated from Moscow State Academy of Law and the French Petroleum Institute, has an MBA in Economics.
Starting from 1998 he worked in the oil industry in companies like TEXACO, TOTAL and State OIL Company. Since 2005 he managed the insurance company CAUCASUS. Later, in 2008 was appointed as Chairman of the insurance company ATESHGAH. In 2010, he left this position and became the Executive Director of the Azerbaijan Insurers Association.
Association of Serbian Insurers
Vladan MANIC is Secretary General at Association of Serbian Insurers and Member of Board of Directors at JUBMES banka. Prior to his current position he worked for almost two decades in the banking sector, holding different management positions as Member of Executive Board at Marfin bank Serbia, Executive Director for STMA at Societe Generale Bank Serbia, Director of Risk Management Department at Eksim banka Beograd, Executive Director for Strategy at Vojvodjanska banka Novi Sad. MANIC has also an extended experience in public functions, as he worked as advisor and Superintendent for Banking Sector at Ministry of Finance and Economy, or Senior Advisor for the National Bank of Serbia.

Julia Cillikova is a graduate of the Comenius University in Bratislava, Faculty of Mathematics and Physic. After graduation she started working as actuary for the Ministry of Finance, and since 1999 as a Head of Department of the Insurance Supervision. From November 2000 she worked in the Financial Market Authority as the Director of the Insurance Department and after adoption of the new Act on Supervision of the Financial Market, in May 2002, the Government of the Slovak Republic appointed Mrs. Julia Cillikova a General Director of the Financial Market Authority. After merge of the Financial Market Authority and the National Bank of Slovakia in January 2006, she was responsible as Executive Director for supervision and oversight of insurance and capital market and pension funds. Since February 2007 she has been the Director of the Regulation and Financial Analyses Department.
Julia Cillikova represents the NBS in several international insurance and pensions bodies within OECD, IAIS, IOPS and EIOPA. She is a Chairman of the IAIS working group – Pension Coordination Group and a member of the Executive Committee of the IAIS. Since 1996 she has been a member of the Slovak society of actuaries where and member of the Board between 2001 and 2007.
German Green Card Bureau
Rudolf Elvers is the Managing Director of the German Green Card Bureau and Guarantee Fund.
He was born in 1950 in East Germany and studied – amongst other things – jurisprudence at the University of Hamburg. After legal traineeship and civil service examination he worked as lawyer and began his career at the insurance industry in 1981. He became head of division in the regional management of the insurance company “Interunfall” (today: Generali).
After 5 month he joined the association HUK-Verband, where he was responsible for the Guarantee Fund, Frontier Insurance and Green Card department. Soon he was section leader, then head of department and last office manager. 2005 he was appointed Managing Director.
In addition Elvers is former Vice President of Council of Bureaux (CoB), Member of the Management Committee and Chairman of the Application Committee. He also plays an active role in various other Committees and Working Groups of CoB and other European institutions.
Elvers is publisher and author of several publications.
Romanian Motor insurers’ Bureau
Liviu STOICESCU is President of the Romanian Motor insurers’ Bureau sin 2003. He is a graduate of the Polytechnic Institute of Bucharest, specialized in Motor Vehicle Engineering, with a 22 years experience in claims and motor insurance business.
STOICESCU started his career in insurance in 1990, within ASIROM, the leading insurer in Romania at that time. In 2000 he joined OMNIASIG, one of the most relevant non-life insurance companies in Romania, currently holding the position of member of the Managing Board (since 2008).

Turkish Motor Insurance Bureau
“Settling motor cross-border claims within and outside the EU from Turkish Law Perspective”
Hilmi Karamercan was appointed as the Managing Director of the Turkish Motor Insurers’ Bureau in 2008, following a successful career which started with Şark Sigorta T.A.Ş.
Specialised in the field of Compulsory Insurance,Casco,General Liability and Personal Accident Insurance, Karamercan collaborated in various occasions with wellknown re/insurers as Munich Re, Allianz and Cornhill and joined their insurance activities. He became the manager of Private Line Section after Şark Insurance Company merged with Allianz Company.
Hilmi Karamercan chaired for 10 years the Reserach and Investigation Committee of the Association of Turkish Insurance and Reinsurance Companies, being at the same time member of the Green Card Technical Committee. Moreover, he gave lectures at the Turkish Insurance Institute for over 10 years in the field of motor liability,casco and general liability.
National Bureau of Bulgarian Motor Insurers
Atanas TABOV graduated the University of National and World Economy in Bulgaria in “Economics of Transport” and completed a course to enhance the qualification in “Finance and insurance” at the Higher Institute of Economics. He started his professional career in 1986 in “Bulstrad” PLC. In 1990 together with colleagues he founded the first private insurance company in Bulgaria named “Bulgaria” PLC later on Insurance Company “Allianz Bulgaria”. Till 2001 he was its Executive director, Chairman of the Management Committee and Chairman of the Supervisory Board. He was the Chairman of the Assossiation of Bulgarian Insurers for two mandates. Since 2002 he is the Chairman of the National Bureau of Bulgarian Motor Insurers.
Motor Insurance Bureau, Ukraine

Initiator of idea of Green Card Bureau and Guarantee Fund creation in Ukraine, Volodymyr ROMANYSHYN was elected as President of Motor (Transport) Insurance Bureau of Ukraine in 2003.
V. ROMANYSHYN graduated from Kyiv National University in 1982, and completed post-graduate professional qualifications as economist in 1996 from Ternopil Academy of National Economy. Since 1985 he developed a successful career in insurance starting as Deputy Head of Ingostrakh Representative Office in Lviv. As of 1991 Volodymyr ROMANYSHYN chaired one of the first private insurance companies in Ukraine till presidency election in 2003.
In his current position besides managing the internal and external activities of the Bureau, he is also Member of the Council of Bureaux Management Committee and of Full Executive Board of IETL Luxembourg.
